I have had this same experience a few times myself. Many years ago (it might have been 2011) I took a model private and asked her to stand nude in front of the cam in different poses. She said she would and it looked like she was going to strip for me, but then she said, "One moment," and walked away from the cam into a different room. I assumed maybe she had to go to the bathroom and would return shortly. I heard some rustling noises and other sounds from the other room and it sounded to me like she was opening dresser drawers and shuffling around items in the drawers. It wasn't cam to cam, so I couldn't shout, "I'm still waiting! Come back to cam!" I waited, trusting that she would come back to actually do the private. I continued to hear the shuffling and she never returned. For the whole ten minutes I was looking at an empty room, so she basically cheated me out of 600 credits. I could have used those credits on a model that would actually do what I had asked. At the time I had assumed that the credits and money I had was just wasted and there was absolutely nothing I could do about it. Then sometime after that wasted private, I had another with someone else who did not do what I had asked, and it was only after that private that I actually thought of contacting the site about it to see if anything could be done. Customer service replied very quickly and I did get my credits back in that case. So I learned the hard way through trial and error not to assume that the credits are lost and the site can't do anything about it.
